Samsung has halted the release due to bugs. No carrier in Canada has it and it has nothing to do with the individual carriers at this point. Samsung even refuses to speculate on when it'll be released.
If you are not pleased with this, complain to Samsung as they are the ones currently delaying the release of it. It's one of the problems with Android phones that use a modified version of Android instead of stock Android like on the Nexus devices from Google.
