My roommate wants me to make a payment to his Telus bill, as he started a new job and can't take the time off to do it, himself. Is there a way I can pay it in cash, in person, or can I do it electronically, though it's not my account?

If you have the account number you can set up Telus as a bill payment online with your bank.

Unless your roommate doesn't have an Internet connection he/she could just add easily do the same.

I would be very suspicious of someone who "can't take the time off" to pay a bill. It takes less than one minute to set it up in online banking and seconds to pay it.
As said in other comments, yes, you can pay it by entering the account number. But be mindful, the excuse of "can't take the time off" is extremely unlikely.
