The answer of Telu_Hryd30 is also true about unlocking your Telus phone but the fact that you need to use a third party unlock is a risk of getting ripped off and probably not getting the unlock charge reimbursed because clearly you don't know who(specifically) sent you the unlock code while calling Telus to unlock the phone would be a peace of mind because every rep of Telus leaves a note about any transaction done or the reason for every call on the account.
I have no problem with websites as those but I'm just saying, either you try a third party website while the risk is clear or contact the service provider itself for a peace of mind.

**Note: I checked on my friend's phone that's locked on the Telus network, he have Samsung Galaxy Note and it says on the website he needs to pay $69.43 while with Telus he could pay only $35.

Yes. It's clearly spelled out on TelusMobility.com

http://mobility.telus.com/en/AB/Unlock-Device/unlocking_your_device.shtml

Eligibility

Device unlocking applies to TELUS postpaid and prepaid SIM-based devices that operate on our Mike, and 4G networks. For subsidized devices, you must ensure that your device has been on the TELUS network for a minimum of 90 days and that your account is up to date and in good standing. If you have purchased your phone outright or do not have an outstanding Device Balance, the device can be unlocked immediately. A one-time fee will apply.

Rates

A $35 fee will be applied to your TELUS account.
