Sooo, 4.3 didn't solve my lag and stuttering issues.  Will we be getting 4.4 any time soon so I can officially hate this phone?

Hi, TELUS can't tell in advance when new update will be made available. Once they are available, you will get a notification on your phone.

If Kitkat is available from Samsung's website, is it not recommended to download and install to your phone?

Well it's official.  For an adequately powered smartphone, the Samsung Galaxy S4 has the most laggy, stuttering OS in the industry.  It stutters randomly everywhere.  And yes I have tried everything.
