Yes. The catch 22 of 2FA that indicates a total misunderstanding of Security on the part of the programmers. To answer your question; the only way to change your point of receipt of 2FA is by logging onto the account (but of course you can't log onto your account without 2FA - you can only change 2FA is you can get it to work the first time. Otherwise phone for technical support who might be able to reset your account with a master password and ask you to provide your credentials again.This is a common issue built in by many so-called security programmers like as Telus - watch the movie or read the book and you will see it is a common human logic mistake resulting from the "chicken and the egg dilemma" of which came first - it is what is called in Engineering a logic loop or in computer engineering a "do-loop". It might surprise some people but Telus is not actually a technology development company, they are a technology deployment company. What this means is that they are not very good at technology development (in this case Security software) and need to hire someone else to do it for them. Telus have just hired an incompetent Security company - sigh. The current standard for authentication is biometric directly or via an authentication app or passkey. As you have found 2FA was too difficult for the Security programmers to get to work practically. Good idea but too hard for the current average programmer to get right - too easy to get wrong. The problem of security - go to far and even the owner can't get to their assets. If you would like to make things better for other future customers please contact Telus directly and ask for improvements to their authentication system (it really does.........). Don't get me going on the telephone authentication system - they have gone to MFA (10 items at last count) - I hope you remember the middle name of your first pet!
