Throttling is not good especially when I'm paying Telus for Stream+ Premium.

FuzzyLogic also brings up a good point: many environmental factors can affect your wireless speeds if you're referring to Wi-Fi. Cellular data speeds are often quoted as "up to" for similar reasons but is also complicated by factors including (but not limited to): signal strength/spectrum coverage, device limitations, possible congestion.
