Outlook classic popping up to login into account

This just happend to my wife. She is using Office 2016. This is related to 'modern authentication' which older versions of Outlook don't support:

To get her Outlook to work I had to turn on create an App password.

I use Office 2021 and it uses modern authentication so it's not an issue there.
I have Office 2021 on 2 computers and one is the older version of office and even the 2 new ones are doing the same thing. I am now wondering if it has something to do with using Outlook classic as it isn't signed in through google as I just tried to use the new Outlook and I would sign in through Google. Which do you use?

When I set up the account in Office 2021 it pops up a web page for Google to login where I enter my login credentials.
