Can you use a managed switch on the ONT?
Is it possible to use a Managed Switch on the ONT? I would like to limit the bandwidth to each router. T3200M and Google WiFi

I don't see why not.
Just keep switch on LAN for management and make a VLAN for WAN with minimum three ports untagged.... one for ONT, second for T3200M, and third for google WiFi. You can adjust bandwidth on these ports in switch.
