Anyone else charged for a phone plan they never got a SIM card for

A year ago I had decided to maybe try telus for my husband phone 

we already had the phone just needed a SIM card well after I ordered everything I changed my mind 2 days later 

they had not sent the sim card out yet wasn’t even given a phone number so they say I can cancel all is good 

a year later I get an email stating my account owing almost 200 dollars is in collections 

first off I never activated or got a SIM card never had telus say I owed anything either what a scam these people are
