I phone 12 or upper
I was offered 12 whets better 13 and up some are 10.00 a month and higher thanks? I am on a tight budget. what's the difference on 12 and 13 14 etc?

For day to day use, the extreme majority of users won't notice any real difference between the 11, 12, 13 or 14 with the exception of the cameras on the Pro models. Even then the difference isn't significant except the 14 Pro. If you're looking at the non-Pro models, the 13 and 14 are practically the same device including the CPU. Since Apple provides software updates for 5 to 7 years from when a phone is originally released, it would come down to how long you plan to have the device.
