I live in the province of Quebec and I cannot receive notification and emails in English. Does that make any sense? Other provinces get to choose between French and English, and I am forced to receive everything in French.

I believe you can call in and ask your profile be changed. To my knowledge there is no method to accomplish this switch through the online interface.

Seems like you don't live here. I've called on several occasions and told that English is not offered in Quebec. And that is very strange, as any other company I've contacted offer English, including Hydro Quebec.
