What happens to an account number if the account is sent to collections? Does the account number get locked and made unavailable? If the amount is paid off, would the account be allowed to re-open with the same number?

If an account is already sent to collections you no longer have an account.

And I assume should you sign up again you are assigned a new number?

@Anon1 First things first. You have to clear up collection issue. If done in quick time i think account and phone # will be returned . Some utilities require a security deposit to get hooked up again.
