I called someone and instead of their voicemail I hear this message above.

Could you please explain does that reply message mean? and will they be able to receive my text messages?
Does it mean call is forwarded or is it no service.. or ported?

According to the topic on Reddit here https://www.reddit.com/r/freedommobile/comments/exhza5/call_forwarding_not_working/, it might be an issue with the Call Forwarding.

Have you tried making the call from a different number? Are you getting the same message?

Call forwarding could have received text?
