iPad simlock blocked

I have problem with my IPad. I bought it from guy who shipped it from Canada. It’s with cellular mode but it wasn’t used. It was new when I got it and I was first person who configured it.
After while I had to restore it cause cellular mode didn’t work.
Unfortunately naw I can’t run it.
I spoke with apple support and said that it had sim locked but it was use from begging without SIM card. Is it possible.The operator is Telus.
How can I remove sim blockage?
Can someone help me ?

You need to contact phone support for Telus (might need to use direct phone # if you're not located in Canada), they will see if there is still a balance on the account or if the device is reported as stolen, and then can possibly unlock it. There may be an associated fee, which may be difficult if you are not a Telus customer, especially if you are not local.
