Why cant I download the optik on the go app to the samsung note 8.0?

I just recently got the samsung note 8.0. I was eager to download the optik on the go app only to find that its not available for this device.
Why?

The Note 8.0 has Android 4.2.2 after the Oct update. I would say that's later than 2.2
