You must have itunes installed on the computer you wish to give WIFI access through the phone as well.

You need iTunes to use the iPhone tethered by a USB cable to a computer. Any device with a Wi-Fi radio can connect to a hotspot created by an iPhone, as it simply appears as a Wi-Fi signal, open to any with the password.

Be careful of the data volumes your computer uses compared to your phone, or you will receive a shocking data bill.
