Yep!
1) ensure your phone is unlocked from Rogers, or by getting an unlock code from a third party unlocking company.
2) when you open your Telus account simply state that you want to PORT your current Rogers number. You'll need your account number, PIN, etc.
3) once your Telus account is complete, and the number ported, Rogers will send you a final bill for any sums outstanding on your account.
That's it - you're on the Telus network.

You can port your number over no problem. You will have to get the phone unlocked for it to work on Telus though. Rogers should do that for you, but it would be cheaper to use an unlocking service online. Carriers aren't cheap to unlock.
