How to get PureFibre

As suggested by El-Eric in a PM, I'd like to figure out the way to get either;

1. a straight forward answer as to exactly when Telus is going to roll out Fibre in my neighbourhood.
2. a complete list of all of the "number of reasons" why Telus can not give me an answer to exactly when they are going to roll out Fibre in my neighbourhood. What they are doing to overcome all of these obstacles, and what I can do to help them overcome these obstacles.
