Noise problem at Telus building - 826 Yates St

Hello again,
Before I relocate myself out of downtown-away from this persistent noise for the weekend to enjoy some peace (I have been doing this since the noise began months ago).
But the question is, why does Telus not manage this?
Why is Deekay3884 tasked with working with the building manager?
Who is the management company?
Why must we wait at the mercy of a part to arrive?
And why is the HVAC system not shut off until the repair happens?
I work in property management and know that HVAC systems can be shut down.
