Community Power UserThere are various things that could block the call. If you have call control enabled you will need to check your settings and logs:

Block spam with Home Phone Call Control | TELUS Support
Additionally most cell phones have the ability to block calls from anyone not in your contacts.
Hopefully you can track down where this is happening.
