White box before the t3200 router

I have a white box with ethernet ports on the wall that comes in from the pole that’s connecting the t3200 router. Can i unplug it to clear out the cache like you do with the router? Have no idea what the white box is called, just assuming it has to do with the optik tv.

If you are on fibre then that's your ONT. There usually isn't any need to reset it.

It converts the Fibre light signal to Ethernet signal.  No need to do anything with it, as @xray says.

Other than power outages I have never touched it to reset it. I found nothing on google to say anything about this alcatel-lucent modem I was happy with. Thought maybe it has a cache that needs clearing too cause my android tv box isn’t performing like it should. I do know with all the self quarantine lately servers and links are suffering.

The slowness on your Android box is more likely that due to high demand on the servers it's connecting to.
