Landline to iPhone indicating LD and disconnecting

After my last iOS update my Gram who is calling from a landline is no longer able to call me. She gets a LD message, a fast busy tone and her call disconnects. Any advise?

Where is she located? There are sometimes interconnect issues from some international locations.
