The panel left on the ground and the rest of the mess was finally attended today by actual Telus tech Vahid, not a contractor that had messed earlier. It turned out that the panel cover could be inserted and left unlocked in the absence of the special locking key.
Vahid also checked the huge casing gap on the back-alley pole (still duct-taped over), explained it was handled by an other group but committed flagging them the problem. I trust it will come true some day and will close this. What a relief...
No private info whatsoever on this one. Tilting the Android phone opens up the User Interface feature I was seeking earlier on.
