The panel left on the ground and the rest of the mess was finally attended today by actual Telus tech Vahid, not a contractor that had messed earlier. It turned out that the panel cover could be inserted and left unlocked in the absence of the special locking key.
Vahid also checked the huge casing gap on the back-alley pole (still duct-taped over), explained it was handled by an other group but committed flagging them the problem. I trust it will come true some day and will close this. What a relief...
Finally can post three pix (only doable on a PC to my great surprise). Only 2 allowed at a time. 1) Gap first report 2) After my first duct tape job 3) Patch panel duct taped too after tech left job unfinished
