My plan is 250 but only getting 100

I used to have a 300 plan but downgrade to 250 recently because Telus don't offer anymore 300 plan.  After the plan change, the speed is not even meeting 200.  I did the speed test for a couple of days and it max show 100 and most of the time is less than 100.  Who can help?  Thanks
