Is the Track + waterproof?... what is the IP rating?

The Track+ has an IP67 rating on it so should be fine with a bit of water exposure.

Isn’t it meant to be in the vehicle, under the dash?

No. It's a tracking device Telus offers. You can use it with ur kids, pets or anything else.
