How do you use Call Control on a business cell phone with no admin?

Okay, but the most important first step is to make a list of phone numbers that will not be blocked. How do I do that?

I wouldn't worry about adding people to the accepted list as once they respond to the first prompt they will be added automatically. What you do want to add would be things like UPS automated delivery notices or your buzzer number for your apartment should it use your phone for entry.
