Questionable fibre installation

I was digging up the side of my house to install a gravel driveway/pad. I was surprised when I encountered orange conduit only inches below the ground level. I worked to expose the line and wonder why it is routed like this? The conduit was scored but not all the way through, however there is a small ground wire? that has been severed. Obviously I want to finish my landscaping and will bury it and move on if I don't need to worry about it as the service works fine no problems.

There is no depth requirement for burying fibre. At least there was conduit; some locations allow direct bury. The wire is likely to allow metal detectors to find the fibre. Go ahead and bury it deeper, but take some photos, or create a map so it can be shared with future owners.
