Major Packet loss
This is Causing major ping spikes, and rubber banding WinMTR shows 70% packet loss at 96.1.221.82, This IP is part of Telus's routing

Community Power UserPlease post the entire MTR. Not all routers or midpoint devices on the MTR will respond to pings 100% of the time. Seeing some that show partial or complete unresponsiveness to pings is normal. It doesn't mean that the specific device isn't passing traffic without issue.
