update:As guided by TELUS_Support, "settings --> general --> reset iPhone ---> reset ---> delete all eSIM cards." The signal bar was back and I could make calls right away. Thanks to everyone!
i swap from eSIM card to a new physical SIM card. Yes, I swapped online and inserted the new card after. now it seems that I can receive calls, but cannot make calls.
