Why are theme packs listed at $9.00 per month, but when you try to add them, it changes the price to $12.00?

Hi. I was trying to add the "More Sports" pack ( REVTV, NBA etc). Both website and cable box list it for $9.00 but when I add it, the price changes to $12.00.Thanks for the reply.
