The restart function is determined by the broadcaster. It is possible that few or none of the shows you viewed were offered with the option to restart.

No like its completely not available anywhere any channel. all the Movie hollywood suite always had the restart feature , ctv news channel I know also had it and now its not there and in addition I cannot watch any on demand . It is so weird , I was trying to watch Star Trek discovery on demand and when I click play the screen flashes back to the play menu . I even tried it with another show House Hunters International . I even reset my home network box and digital box.
