Been doing this since I moved to Telus 2 months ago. Talk to other Telus customers and no one has this issue. Thoughts on how to fix or should a tech be dispatched. Rebooted the modem and boxes. Nothing seems to help.

Two months? You should have called Telus two months ago to get the problem addressed. Pixelation has a short list of causes and some do require a tech visit. I'd recommend calling Telus to get the process started.
