Do you have any additional mesh Wi-Fi devices such as Telus Boost or are you using a non-Telus router? Freezing in short order is a symptom of using devices without the multicast properties of the Telus router.

Are there differences between the way the freezing PVR connects to your network that the one which behave normally? What happens if you switch locations of one of the working PVR with the one that freezes? Can you connect it with ethernet, even temporarily to test?

Again freezing in 3 seconds suggests the problem PVR is not connecting to the Telus Router, but some other device.
