There have been notifications that at least 3 of the channels that are part of my theme packs will be discontinued-Cosmo, IFC and Comedy Gold . The notice says the charges will be adjusted.
What exactly does this mean? Can I make up my own theme packs to compensate? Shaw has offered me a wonderful deal with no contract.

It means the fees charged for the theme packs will be adjusted, based on the changes to the content.
While you can’t build your own theme packs, you can add many channels a la carte.

I do not for a moment believe Telus will adjust the charges. They will explain it away as still"good value for the price" or some other excuse.
In any event, these are the channels I want so I should be able to build a theme pack with any channels I want, not what Telus tells me I should have.

When the companies that operate the channels shut them down, you lose that choice. It's not up to Telus or Shaw or other service providers. You won't be able to make channel packs with non-existant channels in them.
For the remaining channels, you can pick and choose most of them, except the group that Bell operates and does not allow them to be individually purchased. (HBO, Crave, Movies)
For anything billing related, CALL TELUS DIRECTLY. No one will be able to discuss your account on the forums.

BTW-If adding a channel is $4/month, will I be credited $12?

Those channels have been rebranded. Similar will be happening on Shaw. The most full channel offerings are on Telus Optik, including about ten 4K channels. It would take water boarding to get me to go back to Shaw! Not even for all the Blue Skies and Waves, or smaller PVR!

Comedy Gold was sold off by Bell to another company that plans to rebrand it into another kids channel but has stalled.
Corus Entertainment decided to shut down Cosmo and IFC in Canada on September 30th. They haven't released any plans to replace them with anything.
