If your phone does not have the necessary frequencies, it will be impossible to make it compatible. Your phone is about 5 generations old now. Possibly time to consider updating.
The Weather Network App will provide emergency information for those places you add as forecast areas, but not for the ‘Follow Me’ locations.
EDIT: according to this article Apple iPhone 5 and newer will receive these alerts.
EDIT: Here is a option for those without LTE capable devices

Considering Apple doesn't even enable the FM chips in all iPhones during emergency situations. Can you really expect them to update the radio on a device that is consider End of Life?

Apple doesn't have FM chips or FM antennae in their recent generations of phones. (7 and newer). Based on your past posts, you seem to have an unusual hatred for iPhones and Apple, as well as their users.

The phone mentioned in the OP is a 5s, which has the FM chip. I don't like any locked down devices, whether iPhone, Android, Windows Mobile, etc., so the only bias I have is for crappy devices. Oh. I hate phones with unibrows too! 😛 That includes the iPhone X, LG G7 Neo, and many others. 😄

What about the Essential phone with the cyclops camera notch? ^_^

The only thing that has an acceptable notch, at least in my opinion, is the Xiaomi Mi Mix 2s. The front-facing camera takes out a small corner of the screen but nothing that would ruin watching a video, TV show, or movie.
