System access fees are part of the old plan that telus launched previously, the new plans that you could see on the website doesn't include system access fee. You could try to contact Client Care by dialing *611 or 1-866-558-2273 so you could discuss about switching to a different plan that would be more beneficial and price wise based on the service that you could get plus no system access fee. 🙂
