Second Number on same Phone.

I live in one city with a number I have had for a very long time. I am moving to another city and I want to add another number to the phone that would be local to the new city, and eventually I would drop the old number. Can this be done and what is the service called if there is such a thing?

2 numbers on one cell in Canada? Not possible.

If you had purchased a phone outright that supported multiple SIM cards and had one SIM for Canada, one for an international carrier, then yes, but one of the two SIMs will likely be restricted to GSM only as many multi SIM phones have one slot for WCDMA (3G) and one slot for GSM (2G - Rogers/Fido only in Canada). Many of the multi-SIM phones won't even work on Canadian 3G either.

That's not a solution and I don't believe that is the case either. You should be able to have calls from numerous numbers coming there, that is a pretty basic feature.

You could call forward to your phone from a VoIP number, or from a burner phone, but currently cellphones in Canada are provisioned as a single number.  If you want to receive calls from multiple areas, VoIP is the best way to accomplish this.

On landlines, you used to be able to request a message indicating your new number, but I do not believe it is possible on cell numbers.

There was a new phone announced that would have this specific feature, but I can't find or remember the name of it now.  😞
