Received Texts while roaming

Is it true that while in the US there is no way to block incoming texts, at 0.60 per text?  I can keep my phone turned off; but if I want to make even one phone call, incoming texts arrive without my knowledge or consent. (My son's Rogers plan has free incoming texts even in the US.)

I know that I can get a roaming plan but even they have limits on the number of texts - and received texts are out of my control!

Good question. I can turn off roaming on my phone but it would be nice to be able to toggle just roaming text.
