If i have someone (cell phone on a different network) on My Fav 10 Canada and they are outside of my local calling area (604) will either of us be charged Long Distance if I call them? Does it matter if I am in my local calling area or not?

NFtoBC is correct, you will not be charged airtime or LD if they are in your Favorite 10 CAN numbers. The other person will need to be on a similar plan (not sold in Canada anymore) or have an LD pass + sufficient bucket of minutes.
If they are a Telus customer, a SharePlus plan includes unlimited nationwide calling and this would not be a concern (Rogers & Bell sell comparable plans).

As far as I know, there would be no charges to you. if THEY are outside their home area, they would pay long distance connection fees.

Ok....so they would need to have a similar option to the My Fav 10 Canada plan on their carrier so it didn't charge them long distance as well?

This is correct. However, not all the favourite number options are the same. Older versions include local calling and not Canada wide. The best option would be to contact TELUS social media team at @TELUSsupport on Twitter or to send them a private message on their Facebook page.
