Is it normal to be charged per use on picture and video text messages?

Unless it is an old, old plan, picture texts should be included in the base price of the plan, as long as you have data. See http://www.telus.com/en/bc/mobility/?INTCMP=TcomHomeTile_MOB_Phones and click on "your Choice Includes" in the Your Choice Plans section.

Were you charged, or were the texts simply listed in your statement?

It is a brand new plan and I was charged .30 per. I was thinking perhaps it was because the texts were to my brother in Alberta and my mom in northern BC, I live on Vancouver Island.

Are you in southern Vancouver Island where you might be picking up a U.S. cellular signal? 30 cents seems to be consistent with the pay per use charge for sending an MMS while roaming.

I would note the network indicator over the next little while to see if it actually does toggle over to roaming network.
