I've been slammed lately by many calls from numbers displaying as "Unknown Caller" or "anonymous". Because they don't pass a number when calling me i can't use the usual methods of blocking a caller. According to support articles there is a solution to blocking these calls in B.C./Alberta but not where I'm located (Ontario). Using iPhone with iOS 11.4.
Is there a solution?

Which support articles? Those for home phone? There are different tools available to home phone than cellular.

Such as? What I'm looking for her are solutions from Telus who've not addressed the CRTC request. Not jury-rigged contact fiddling. Let's get real, ACR is widely available on landlines, it needs to be rolled out on wireless now.

In Android there's a call setting "block unknown callers," and when I've had it enabled, 2 out of 3 no name // no number calls I tested were blocked. but I don't have it enabled permanently because some government agencies use unknown ID, no name, but you'll see the number, and I require those calls. If it's likely you'll ever receive a call from the government, or other agency that uses unknown ID (but a visible number), it's best not to click that toggle. Some mobile security apps also have a block unknown callers feature.
And here's a warning: if the caller ID ever blatantly states it's a government agency, like the CRA, think scam before you think anything else.
