My understanding is nobody is offering the iPhone 4S 16GB anymore. This is a decision from Apple since launching the 5S and the 5C. This appears to be a pretty typical decision for Apple. I recall that they usually have 3 different iPhone tiers in market and the lowest tier model will only have the one hard drive option.

The phone is discontinued, but they're still active in the system and it's possible to find them floating around if you go to some stores. I know our Mobile Shops carry them still. However, with the recent price drop of the iPhone 5 16GB model to $79 on a 2 year SharePlus plan, I wouldn't pursue it too hard. You're better off getting the 5.
