Is it possible to purchase the iPhone 4, and get it on a pay as you go? How much would that cost

The only way to pay full price for the phone through Telus is to activate it on a MTM plan (which is similar to prepaid but not quite the same). Cost in that scenario would be $399. You cannot do this on prepaid, unfortunately. I would highly recommend taking it on a subsidy, in that case, (subject to approved credit) because it's not a "contract" in the traditional sense.
If you're hung up on going prepaid, Koodo's offering the iPhone 4 8Gb for $300 outright.

If you are paying $300 for an iPhone, I would highly suggest going to Koodo and picking up a Nexus 4 instead. Newer hardware and much better performance. Also, it's unlocked.

So true. I love my Nexus 4. Arguably the best bang for your buck phone on the market right now. Let's not forget that it's 16GB of storage versus 8 on the iPhone 4 and you'll have integrated Dropbox and Google Drive support as well.

I would have to disagree with you there. You can certainly purchase an iPhone 4 8GB at $399 with no strings attached if you choose to, then you can activate it on any plans you want, including prepaid. I had previously purchased a refurb iPhone 4 from Telus at full price, and I am not required to sign up for any plans during the checkout process.

True, a small oversight on my part. Why anyone would actually do that, though, especially for 3 year old hardware, is beyond me. You can get it from Koodo for cheaper (and the Telus SIM will work in it) or just get the Nexus 4, which is significantly better hardware and software, for slightly less money.
They could also flock over to Kijiji if the OP is okay with a used device in good condition.

Yup you can take any phone and as long as it is unlocked you can pop in a Telus SIM card (can be purchased at any Telus store) and activate on Telus prepaid. Purchase one of their rate plans with data...Telus just released a new $30 rate plan with unlimited calling on nights and weekends, unlimited text messaging and 200mb of data. Good value.
