I was in the states this weekend. My phone was roaming to AT&T. On Saturday night, I got a message that KitKat was downloaded and was waiting for me to press Install. I chose Cancel but the choices were different reminder time periods, the longest being 3 hours. Got back to Vancouver last night. This morning noticed the phone rebooting and got the successfully installed message.
I went to the AT&T website and found KitKat for S4 was available since Feb 19, 2014.
These are the info on About Device:

What is the consequence getting the AT&T's version vs TELUS version?
Can I upgrade to TELUS version when it becomes available?

Unless. You were using a Att sim card in your Telus phone then you should have received the Telus version of the update. I know the Telus version has been rolling out over the last few weeks.

That's definitely strange. The OTA updates are dependant on the carrier settings on your device. Were you using an AT&T SIM card?
If the phone is functional, i'd suggest the wait and see approach. Worst comes to worst, you can use Samsung Kies to manually install the TELUS version later.

Android 4.4.2 KitKat leaked for Galaxy S4 I337 works with Bell and Telus carriers and it has the KOT49H.I337MVLUFNC1 build number. This firmware version confirms that the update is the latest build and that we should expect the official release announcement to arrive soon.
Depending on how the OS build and the Junkware that the Cell provider installs, is bundled... The OS is booted seperate from the Carrier add ons...
You may have the upgrade(according to the build number) without any specific Carrier add ons.

I've a [Samsung Gxy S4Mini] ver.4.2.2. Searched on the web, learned that in the Usa- Horizont and At&T + other carriers, are offering users to download the KitKat ver: 4.4.2; Download recently the <kies.com> launched to check for updates firmware, result U've the latest ver. same answer in my Phone, when checks for Updates
So I'm confuse is Telus network the one, who doesn't get updated, with the latest vers. or what.happens, we're behind here in Canada , with the latest Phone tecnologies. Wait for replies. <ReadMe soon> "v9"
