Can you clarify your objective?  Are you trying to locate a misplaced phone?  Are you trying to broadcast or hide your location?

• Search 'n Rescue can locate a phone by triangulating your connected cell towers
• people can show their location by sending MMS/SMS images from their phone

Hi, as far as I know, only an active data feature would allow any sort of tracking. Iphones will need the find my Iphone service in order to be able to track it using Icloud. Text messages would be similar to making a call, no data involved so it can't use a GPS feature for tracking. Maybe TELUS can access the towers location but I doubt you'll be able to get the exact location.

iOS has Find My iPhone built in. 

Login using your Apple ID at www.icloud.com. The phone has to be turned on, but it's useful if you misplaced the device.
