You can sign up for a family plan on the Telus website, or at one of the local Telus stores.

I don't know if Telus will actually send your bill to a PO Box but a call to Customer Care or asking a rep in-store should get you the answer.  As time goes on, even in the United States, PO Boxes are not being accepted by more and more companies as your billing address.  Google will not accept PO Box addresses anymore for any of their services.
