If you have had the account for 90 days, simply call Telus to get it unlocked. They will apply a $35 fee to your bill, and you are on your way.
The iPhone will appear unlocked the next time you restore it through iTunes.

Note there is nothing "illegal" about unlocking a phone by any other method. If anyone chooses to unlock a phone through a 3rd party and things go wrong then you are on your own.
