Telus will unlock your phone once in service for 90 days for a fee of $35.

If the above doesn't work your best bet is to chat with an agent. The wait times are really low vs. calling and they can do everything over the phone. Note, you have to have an active TELUS account in order to do this. If you don't have an active account you'll need to use another company to get the unlock code.

I would like to know why Telus thinks it is ethical to charge to unlock a phone when a contract is fulfilled and the phone is legal property of the customer.

Because all the cell providers charge for it and the CRTC / government etc lets them. You could always purchase your cell phone unlocked and never have to worry about the fees. You can buy an unlocked iPhone direct from Apple ($719). Sony sells their Z2 unlocked from their webstore ($699) and Google has their Nexus 5 available unlocked for really cheap ($350) on their site.

I wonder why the competition charges nearly DOUBLE compared to Telus to unlock a phone.

Very good point. And the private companies that want to scam users to unlock phones charging $100-$200 to unlock in some cases.

The private companies charge double because they're going through more hoops to get an unlock code.  When you get Telus to unlock your phone they are dealing directly with the manufacture.  The private companies has to go through an extra step because they never had a stake in the phone to begin with.

When you call Telus to get an unlock code (the phone is not stolen, contract fulfilled) they give you the code right away ($35 for my phone HTC One V, I don't know if the price is based on phone type to be honest)

When you use the small independent companies, they use software and it can take up to a few days (again provided there is no stolen reports on it), so you are paying for their time.

$35 is reasonable because I got my friends' iPhone that she used on Rogers network and had to pay $50.
