Why does it show chargeable data and I have not used all my data minutes

"Data minutes"?  There are minutes for voice. Data isn't measured in minutes but megabytes.

Check your usage on your device + the TELUS app to see if you've gone over, often times apps running the background can consume a lot - especially if you're on an iPhone with iOS7.
